"content": "Planning and Trade, I am sure also sat on Monday and Tuesday. Now, that is the crux of the matter. The next crux of the matter is what hon. Jakoyo and hon. Kajwang’ raised. As of now, the 20 per cent that we have been talking about on this Constitution and it is famous, maybe this Article 114 is one of it in relation to the legislative mandate given to a Member of Parliament. I want the Members to go back to the HANSARD. It has been the practice and it has been okay. So, do we agree? We should not just say for the sake of it. Article 114 and the issue of money Bill, I am sure hon. Mbadi and hon. Jakoyo will agree with me, it has been there. The question that we need to deal with is that when an hon. Member of Parliament or a situation arises concerning a very critical amendment to a Bill and it is a money Bill, and the hon. Member did not get a chance to appear before the Committee on Finance, Planning and Trade and the Budget and Appropriations Committee, as a House, how do we deal with it? We can look at our Standing Orders; we can even go further, that is one of the issues within the Constitution. I want to make it very clear that the Communication that was read; I am sure you will find similar communication read by the substantive hon. Speaker in a number of other times when we are dealing with Money Bills--- It is a question I want to ask both hon. Chairs - hon. Mutava is not around. What usually happens in Parliamentary democracies is that you walk to the Chair and the Chair can agree with you, but you do not make noise. We even do not know the value of that amendment. It can be part of what hon. Jakoyo has been talking about on the television. So, we have to be very careful."
