    "content": "Not really, it was just for the avoidance of doubt. What I am trying to say is that the Committee discussed this matter at length. Take for example, a county like Samburu may get Kshs30 million and then the money gets to Samburu County and there is no youth polytechnic at all to revamp. So, what does the county government do with that money? Therefore, as a Committee, we were saying that if there is no polytechnic to revamp, that money can actually be used to establish new polytechnics. That is just for the avoidance of doubt. Thank you."
