    "content": "For example, if you read this Budget Policy Statement Paper, you will find that one of the challenges the Executive is facing is low absorption rates in terms of utilization of resources. This is not the first time we are getting this Statement because it comes every year. However, the Executive is not able to use the resources which are allocated by this House for the intended projects. I think we need to start saying that if we give a Ministry money and it is unable to use it, we have no business giving more money to that Ministry come next year. I am saying that even as we do budgeting and planning, I think we need to take the issue of monitoring and evaluation very seriously. This will ensure at the end of the day that if we gave you Kshs10 billion, but you only managed to use Kshs1 billion then this year we will give you Kshs1.5 billion. In that case, we will have more resources than we require."
