While last year we had all the reasons to say that we could accept what was happening because Parliament came in late in the process, where the word “shall” is used, it simply means that if it is not done, then we should not approve the Budget as a House. That will be my clear interpretation of the process. But there is always the issue of, we represent Kenyans and if we do not approve the Budget, at the end of the day, the same people that we represent and whose interest we are pushing, will suffer. That is why you see a bit of balancing, but we need to be firm as a House. If there is a way, we need to be firm, so that if this is not done, then we can decide."
