Temporary Deputy Speaker, I rise to support this Motion of my Committee, the Budget and Appropriations Committee, and I want to note with concern the fact that there are so many young people who are leaving primary schools and secondary schools. The dropout rate is so high to the point that we are having an army of Kenyans who have no basic literacy and numeracy skills and who are unskilled or semi-skilled, for that matter and who therefore do not have an opportunity to meaningfully contribute to the economy."
