    "content": "Indeed, hon. Karua is right. There is no clause in the Constitution that gives us transition status of the Budget. This Constitution says the Budget should actually be in March, not even in June. This is in total disregard to the East African Community Treaty. This we said, but nobody listen to us. This is an anomaly. Unfortunately, I think this is one of the ten chapters that can only be amended by a referendum."
