Karua has told you, and given the fact that this Minister - in breach of this provision in the Constitution, that requires us to uphold the Constitution, went on to publish that he would be reading the Budget in this House on the 8th of June, what measures are we as Members supposed to take to ensure that, that obligation placed on us by the Constitution is obeyed to prevent him from coming to this House to breach the Constitution?"
