    "content": "Mr. Speaker, Sir, I want to inform Mr. Namwamba, Mr. M. Kilonzo and the House because Mr. Orengo does not have this information. In February, this year the Budget Committee alerted the Minister for Finance to respect Article 221 of the Constitution. This is information that I doubt whether Mr. Orengo has. On 17th March, 2011, the Treasury issued a circular to all Accounting Officers. That was Circular No.2/2011. It advised them to compile their budget in accordance with Article 221 of the Constitution. Therefore, the issue of oversight or not knowing does not arise. That is the information that I wanted to give."
