All that is being said is that the Minister stands in the place of a Cabinet Secretary. Yes, he can table, but there can no longer be that pomp of reading and the House adjourning. He will table and the business of the House will continue. If he wants to move a Motion, he will move it and we will debate it, beginning the time he moves it.
