    "content": " Mr. Speaker, Sir, I am very grateful for that point of order but I think what is possible is that the Government and the Minister responsible must show compliance with the Constitution first. If he wants latitude to be provided for him to give a speech, I mean there are mechanisms. He can say: “I want to make a Ministerial Statement”, because it is not a matter that falls within the Standing Orders or the Constitution, as read within the context of the new constitutional order. So, I would plead with my colleagues, and this thing is not just in the financial sector, but in the whole public sector and in the security system. We are still living as if we were still part of the old order. We have a new constitutional order; we must move by this new Constitution."
