    "content": "As we send our troops to South Sudan, I think it is important for us to have clear obligations and mandate to the KDF. Of course, we will remember that when our troops went to Somalia, there were allegations of troops engaging in the sale of charcoal and other atrocities. We do not want that from the KDF and that is why we need to have specific and special mandate of the KDF forces that we will be deploying."
