    "content": "Section 55 of the PFM Act provides for the Office of the Registrar of the National Securities under the Public Debt Management Office. That office does a lot of activities which I cannot go into now; but as I said before, we realize that we are trying to exclude the external borrowing from this office. I find that a bit interesting. Therefore, at the Committee Stage, I hope some of the issues that I have raised, will be discussed and amendments brought forward. But, by and large, I think this House owes it to the people of Kenya to pass these amendments, so that we can to execute what we passed in the Budget."
