    "content": "I want to support what hon. Mbadi has said, that the issue of direct payment to a supplier is a dangerous move and we need to get it right. Imagine a situation where you get money moving from China to a supplier in Germany and the only thing which comes to Kenya is records to show that it has been paid. Then how do we account to Kenyans in terms of this money? I think we cannot accept that kind of arrangement; that is something which must be changed, so that we get it right. This is because it is very clear in the law that all monies to this country must go to the Consolidated Fund and from it payments can be made."
