    "content": "What this means is that, as a country, if we look at the principle of prudence and responsibility, then we have to do a re-examination; an example is some of the projects that we are undertaking. I have in mind the LAPSSET and the standard gauge railway line projects. Can we say authoritatively that the way these projects have been undertaken adheres to the principle of prudence and responsibility? My fear is that that may not be so. Of course, the problem that we are called upon to address at all times must always be responsible management of financial resources of whichever nature."
