    "content": "But I need to acknowledge whether it is sufficient. If it is not sufficient, it is my duty to bring this to the attention of the Chair so that she can make the necessary orders. That is my intention. The Chairman, through the Government response said that there is what we call rangeland grazing modalities. We are saying that the new Constitution says that land is free. We have lost that position where communities acknowledge that rangeland is managed by communities. That is why I sought that, that mechanism be put in place to address this matter. Nothing has been done and they talk about rangeland which is not acknowledged by the communities. That is where we have a problem and that is the reason for the trouble."
