    "content": "Hon. Temporary Deputy Chairman, I beg to move:- THAT, Clause 3 be delete. I wish to propose the amendment as appearing in the Order Paper, which has the effect of deleting Clause 3. Let me also make a general statement about the amendments which we are presenting to the House. When the Committee sat, we had read the lips of the sponsor of the Bill, when he was moving it. His intention was to bring amendments that would really see the basic items that affect the common mwananchi exempted and prices lowered. When you look at these other amendments, they touch on the administrative issues of the law. We agreed that anything that touches on administrative issues should not be handled at this stage. So, Clause 3 actually deletes a section in the main Act, which deals with enforcement by the Commissioner; the sponsor agreed that at this stage we leave the Commissioner with the powers to enforce the tax laws. I request the House to approve my amendment."
