    "content": "Hon. Temporary Deputy Chairman, I said that my proposed amendment was to subject the power that we are giving the Cabinet Secretary to regulations. But after consulting with the Chairman of the Committee, I felt that we need to be very clear on how these regulations need to come. I am withdrawing my amendment, so that in future we look at how the regulations should come. That is what I said."
