In fact, we should spend less than a minute on this because we are simply saying, if you look at the Public Finance Management Act, that once the Cabinet Secretary brings the Finance Bill or Division of Revenue Bill--- I do not know how hon. Mbadi can say that a Cabinet Secretary can publish a Bill. In fact, it is only a Member of Parliament who can publish a Bill in the House. In fact, the Bills that come to the House bear the name of the Leader of Majority Party, the Chairman of a Committee or a Member of Parliament. A Cabinet Secretary is not a member of this House.
