    "content": "Thank you, hon. Temporary Deputy Chairman. I rise to oppose the proposal by hon. Waiganjo. As a member of the Committee, we had an opportunity of sitting down with the Commission for the Implementation of the Constitution (CIC) and they gave us direction. The Inspector-General’s position under the law given, as it is indicated under Article 245, is that he has the mandate for the command and not anything else. The Commission has a different role."
