"content": "There is the Parliamentary Service Commission (PSC). We have a Commission for this Parliament. But when it comes to the day to day running of Parliament, then the Office of the Clerk has responsibilities, which are spelt out in the Commission. Take any other Commission such as the Judicial Service Commission (JSC). The judicial authority vests in the Judiciary, which consists of the courts and so on. However, Registrars have certain powers, which are clearly spelt out in the Commission. There is also the National Land Commission (NLC). So, it would defeat the purpose of the Constitution, if instead of dispersing authority and responsibilities, we want to concentrate that authority in a Commission, which then would be executing functions as an oversight body, and then also as an executive body. I think that would not meet the objects of the Constitution."
