    "content": "Hon. Temporary Deputy Chairman, I thought I was in the contribution mode. Mine is not an intervention. I just want to contribute to this amendment and say that during the Second Reading we raised the issue of the service boards. It is on record that the Chair rose and said that many of these things had already been sorted out. However, to move the human resource functions that are expressly given to the Commission and bring them to something you are calling a service board is even unconstitutional.
