    "content": "The reason I am raising this is to cure a problem in the principal Act, Sections 116(1) and 116(2). The principal Act says that the National Assembly shall allocate adequate funds to enable the Service to perform its functions and the budget for the Service shall be a separate Vote. Hon. Temporary Deputy Chairman, as seen from the Order Paper, my proposal seeks to answer the question: “If it is separate, then who manages the Vote?” That is why I am very specific that the Inspector-General should manage that Vote, which is already independent. Sub-section (2) of the principle Act says the Inspector-General shall ensure that every police station, post, outpost, unit, base and county authorities is allocated sufficient funding---"
