    "content": "I also want to thank this Parliament for one thing which it did during this Session - passing the Public Finance Management (Amendment) Bill, which stipulated very clearly that 30 per cent of the value of all procurements in this country, including both at the national Government and the county governments, should go to the youth, women and people with disabilities. Any country which has empowered its people is a peaceful country. It is also a developed country because the moment we empower the youth and the women, we have empowered our nation and, therefore, it actually helps us, as leaders.
