    "content": "It is not the business of Parliament to pay contractors, but it is the business of the Government to pay its contractors. It is also not the business of Parliament to involve itself in ligation in courts of law between contractors and the people who awarded them those contracts. For those reasons it was an absurdity to expect Parliament to rubberstamp payment of a contractor that was to be done purely by the Treasury."
