    "content": "Hon. Speaker, I was just wondering now that you have given that very strong warning--- I have two issues; one is on this and the other one is closely related. In the event that we are not going to receive these Estimates, and this is a matter that is constitutional, how then do we deal with it? The Constitution does not provide any room for delay. It says, “shall”. I am, therefore, just wondering that in the event we do not receive these Estimates by the rise of the House today, what we are going to do.
