    "content": "Thank you, hon. Temporary Deputy Chairman. If it were up to me, I would rather the original amendment was not passed, but this is definitely a much better option than the first one. I would want to agree with hon. Ng’ongo that we need to remove the issue of property. The reason why I am saying that this is much better is because if the police have to use force, it should be justified. I would have even preferred that they are not given any discretion because it tends to be abused in most cases. They will still use extra-judicial killings and then say that it was justified.
