    "content": "Hon. Temporary Deputy Chairman, I am happy that for the first time, this Parliament is recognizing seniority. It has never before. I stand to oppose this amendment because there can be no lacuna. The Constitution was very carefully crafted to ensure that the police force does not go back to the old order where promotions and demotions were done arbitrarily.
