    "content": "the last election the people who were offering security in the whole of the pastoralist constituencies were the KPRs and they were not paid. When we asked why they were not paid the answer was that they were not on the payroll. Therefore, we are supporting this amendment because it will now take the KPRs to the payrolls and they will be paid for any engagement they undertake in future. I support it."
