    "content": "On hon. Serut’s question, it is not the county governments that are supposed to purchase land for settlement of squatters or displaced people; it is the national Government. Indeed the Tenth Parliament was able to give that mandate to the National Land Commission (NLC). They are the ones who are supposed to provide that policy and the money is supposed to be provided from the Consolidated Fund and other donors."
