    "content": " Mr. Chairman, Sir, there are two components of the amendments, and we have just been looking at one amendment in terms of staggering. I would urge that Members look clearly at Article 75 of the Bill. It provides that the second batch of the commissioners shall be appointed not more than 12 months. They could well be appointed one month after the first lot. That is the essence of this clause, so that we do not delay appointing people until after August to comply. We can get the first five. Who knows? We may not even have all the gender equity within this time. We can get the first five, make progress and move on."
