    "content": "Hon. Temporary Deputy Speaker, if you look at our Constitution and penal laws, there is a lot of emphasis on the accused person. There are a lot of articles that say that an accused person shall have a right to counsel, to be heard and there is a plethora of rights of accused persons. I am not saying that we should take them away, neither am I saying we should minimize them, especially since I come from a human rights background. But there is a very big silence on victims of crime. Hon. Temporary Deputy Speaker, this is what this Bill is all about. I would want to say that in proposing this Bill, one of the things I would want to look at is how our court system deals with our victims when they come before a court. How our police deal with a victim when that victim goes to report a case to them?"
