    "content": "Mr. Chairman, Sir, the proposed amendment is not contradicting the Constitution at all. What the Constitution says is that commissioners can either be part time or full time. If they will be full time, they cannot handle any other job. If they are part time, they can handle other jobs. That is what the Constitution says. We want every member of this Commission to be full time because of the nature of the job that is being handled by the Commission. This is a very critical Commission. Indeed, when this House passed the Bill that deals with the Commission on Implementation of the Constitution (CIC), we said five can be permanent and the others could be part time, even though the President opted to have them all full time. In this one, we want to be very specific that all of them be full time. That is really, the proposal we are making."
