    "content": "Secondly, there is the Kaparo-Haji Committee which is not gazetted and its terms are not very clear. It is a kind of trial and error. They have confided in us that they cannot go beyond where they have reached. So, it is not correct to rely on them to bring peace and try to resettle or rehabilitate people who are affected.
