    "content": "Mr. Chairman, Sir, I have listened very carefully to Mr. Baiya and I am not convinced. The reason I am not convinced is, first, that the Bill does not actually say that we are making the position of the secretary a constitutional office but for clarity, it is important to provide grounds upon which you can remove a secretary. If the grounds are similar, that is okay because it will avoid confusion and also avoid creating friction within the Commission when people are dismissed at somebody’s whims. That is why it is important that we have those grounds. In fact, it is just because it is constitutional, otherwise, for me, I would even have removed some of the grounds that are so wide that you can remove anybody for whatever reason. For me, I would be more persuaded if we amended and removed these reasons instead of living it open. I think this is a very important Commission and we must be very clear because it is not doing the ordinary task. It is actually doing a very difficult task as opposed to other commissions. That is why we were very clear about issues of clarity of roles."
