    "content": " Mr. Chairman, Sir, my Ministry is also in a learning curve. The original Bills that we presented to you certainly did not provide for clauses like this. As we go along, we will recommend to the House that we do so. I will tell you the reason. The main reason is that the Constitution has provided for appointment by the Commission. However, it does not provide for method of removal. My Ministry has suffered enormous problems where you find that the Commission just gets into a coalition with the secretariat. They can easily argue like some people have argued that since the Constitution does not provide for my removal, you cannot remove me. Let me beg and persuade the House to accept this recommendation. You can fine- tune it, but let us provide for it because legislation allows Parliament to add flesh to the Constitution. We are not setting up a constitutional office where you cannot remove someone. We just want to give guidelines, rules of natural justice and so on. I beg to oppose the amendment."
