    "content": "Thank you, hon. Speaker. Mine is a short one but I think it affects very many students. This is about the students who have already cleared school but have not cleared their balances. Many schools continue to withhold their certificates because of unpaid balances. I know this has been discussed before but it has been the practice of many schools and many school heads not to release certificates for those who have not cleared balances. I would like the Chair to tell us what the Ministry is doing to ensure that the contract between the Kenya National Examinations Council (KNEC) and the student is not interfered with by the school management committees and the school administration."
