    "content": "Clause 1 of the Bill sets out the short title of the proposed Act, while clause 2 proposes to amend Section 2 of the principal Act. Basically, it clarifies the definition of “Government security” in alphabetical order. This Bill has been before the Budget and Appropriations Committee, and so I am sure hon. Members of that Committee will follow what the amendment is all about. Clause 3 of the Bill proposes to amend Section 50(7) of the principal Act; that is the gist of the whole amendment. That is to provide for receipt of the proceeds of any loan raised or external Government security ordered under this Act, whereas clause 4 of the Bill proposes to amend Section 56(6) of the principal Act. What does it do? This is to distinguish between the national Government securities and external Government securities. Clause 5 of this Bill proposes to amend the Act by introducing a new Section 53A. This new section is to provide for the issuance of external Government securities."
