    "content": "I have also noticed that in the case of external Government securities a duplicate external Government security may be issued in accordance with the terms and conditions applicable to external Government securities to replace an external Government security that is lost, damaged or destroyed. To me, this is a very important document and I do not understand why we should give room for issuance of duplicates; it may be misused."
