    "content": "The story of our country will always be that of missed opportunities. That dates back to the beginning of last 50 years of our Independence. As we seek funds from outside, it will be important that they are applied to development projects with strict adherence to Chapter 12 of our Constitution. In particular, we should deal with observation of the limits of public debt, equitable allocation of revenue and lightening the burden of public debt on all Kenyans and equitable sharing of burdens and benefits of public debt between present and future generation. It is also important that all funds borrowed, whether from sovereign bonds or from whatever source, shall be used in a prudent and responsible manner."
