    "content": "Mr. Chairman, Sir, I stand to oppose the amendment. Once you have an independent commission and then you say any grant or donation has to be through the Treasury, you are actually trying to control them. There are a lot of things that the Commission does which are not directly related to the registration of voters or elections, like partnering for purposes of civic education and training. Our commissions over the years have partnered. That partnership has not been the cause of any problem. I think we ought to allow the Commission to receive. It could even be grants from a Kenyan corporation or from any other organization."
