    "content": "But I think there is nothing that stops the Cabinet Secretary from bringing a Bill that has been published. Why can he not publish the Bill? That is because the Cabinet Secretary can do it. What does the Constitution say? I fear and think that the Constitution talks about the Finance Bill and not legislative proposals. Therefore, to me, this amendment, unless I am convinced that Article 12 does not talk about a Bill, it should not be a Bill."
