    "content": "Hon. Temporary Deputy Chairman, I think my good friend is confusing the Secretary to the PSC and the accounting officer. We currently have three Permanent Secretaries in the Ministries. The Treasury can appoint any of them or all of them to be accounting officers. I think the issue of accounting officer is captured under the Public Finance Management Act. The Constitution is clear. The Clerk of the Senate is the Secretary of the PSC. However, this does not necessarily mean that he is the only accounting officer."
