    "content": "Hon. Temporary Deputy Chairman, I want to say two things; the amendment by hon. Waiganjo is very good. Firstly, it is very clear that recruitment in the Public Service must be done competitively. There must be competitiveness in the recruitment process. Secondly, as hon. Waiganjo has stated, Article 246 is very clear that the Commission must be involved in the appointment processes in the National Police Service. The Inspector-General is part of the appointments in the National Police Service. We cannot do without it. So, let us do away with the idea of the President being given a blank cheque to appoint the Inspector-General."
