    "content": "Hon. Speaker, the Bill ought to recognize the fact that there may be more than one appropriate authority in Kenya as defined in Clause 7 and as read with Clause 2 thereof. With the excepion of international best practice in co-operatives, there is a possibility that various co-operative society legislations, which may cropped up from the county governments to govern societies, may marginally differ. This may only be addressed through a national policy and legislation prescribing the minimum content of such county legislation."
