    "content": "Hon. Temporary Deputy Speaker, what I am going to say is going to help the Leader of the Majority in his debate. The reason these Bills have been brought to this House is because they have not yet been passed by EALA. We are at the stage of consultations. These are not laws of EALA. They have been brought before this Assembly, so that we can propose comments to them. Those comments plus this Report will be submitted to EALA before they pass the law. They are not laws yet."
