    "content": "On a point of order, Mr. Chairman, Sir. I think there is a misunderstanding by Eng. Gumbo. The point being pushed by Ms. Karua is that we do, in fact, have a procedure for tabling of subsidiary legislation or any regulations in this House. The purpose of tabling them is to give Parliament and opportunity where it wishes to intervene, to actually do so. So, that mechanism already exists and the Committee on Delegated Legislation is already proposing a Bill that will enhance that mechanism very effectively. So, is it in order for him to still insist that we do this in relation to this Act when generally, Parliament has already reserved those powers?"
