    "content": "Hon. Temporary Deputy Speaker, I wish to declare from the outset that I am a Member and the Vice-Chair of this Committee. While supporting this Report, there are a number of issues I wish to put forward for the benefit of Members because this Committee is new in this House. This mode of introducing Bills to the House is also new. I wish to remind hon. Members that in the Bills originating from the EAC, this Assembly constitutes part of the stakeholder consultation just like other members. The recommendations and the Report we will adopt will be transmitted to the Clerk in Arusha and will finally find its way to the Assembly."
