    "content": "Mr. Chairman, Sir, even when making laws, we should also be consistent in how we word them. Therefore, I am proposing an amendment to the amendment to sub-clause 3 of Clause 31, so that we substitute the word “shall” between the Commission and “be” with the word “may” to be consistent with the earlier clause."
