On this very important issue of the Embu Stadium, it observed that the joint Committees had established in its report, which is attached in page 53 Annex No.1, that there were apparent signs of fraud and theft of public funds that required urgent investigations by the EACC. The Committee, therefore, recommended that until cleared by the EACC, the county secretary and the tender committee members who were involved in the unprocedural procurement act had to step aside and be discharged of their duties immediately to allow for investigation."
