This is an issue that we have also discussed with our other neighbours. Ethiopia next door is doing exactly what we are talking about here. What is happening is that when La Nina comes, pasture disappears. Livestock depend on pasture. You cannot keep cows when there is no grass. Pastoralists usually wander with their livestock from place to place in search of pasture and water. When water and pasture disappear, the livelihood of pastoralists becomes unsustainable."
